Request for Expressions of Interest (Reoi) for Consulting Services to Provide Capacity Building and Technical Support for the Implementation of the Medium-term Expenditure Framework (Mtef) and Programme-based Budgeting (Pbb) The services included under this assignment are: Development and refinement of budgeting guidelines and templates for MTEF and PBВ. Training workshops and capacity-building programs for budget officials within the Ministry of Finance and the sectoral ministries involved in the PBB pilot programs. Enhancement of qualitative and quantitative analysis in budgeting reports. On-the-job technical support to ensure effective implementation of MTEF and PBB processes.
