REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) REPUBLIC OF ANGOLA MINISTRY OF ENERGY AND WATER (MINEA) NATIONAL DIRECTORATE OF WATER (DNA) INSTITUTIONAL AND SUSTAINABILITY SUPPORT TO URBAN WATER SUPPLY AND SANITATION SERVICE DELIVERY PROJECT (ISSWUSSSDP) Water and Sanitation Sector Financing Agreement reference: 2000130013430 Project ID No.: P-AO-E00-005 This Request for Expressions of Interest follows the General Procurement Notice for this Project that appeared in United Nations Development Business online (UNDB online) No. AfDB227-04/15 of April 7, 2015, and on the African Development Bank Group’s Internet Website (www.afdb.org). The Government of Angola (GoA) has received financing from the African Development Bank toward the cost of the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery Project (ISSWUSSSDP), and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Service for Hygiene Promotion and Social Mobilization for Water and Sanitation in Sumbe Town (C011-ISSUWSSSD/20). The services included under this project are to undertake an awareness campaign to promote Sanitation and Hygiene Education (SHE) in the communities of Sumbe town in Cuanza Sul Province of Angola and include the following objectives: • Phase I aims at establishing the baseline situation through diagnostic study and prepare a strategy and action plan for undertaking social mobilisation. • Phase II have objectives of implementing and carry out the action plan drafted in Phase 1, bring an attitudinal change towards safe hygiene and sanitation practices, enhance the social awareness and public participation in the improvement of water and sanitation services and up-keep of the public infrastructure The service is expected to be completed in total of 24 months which includes 6 months for Phase I and 18 months for Phase II. The Ministry of Energy and Water (MINEA), through the National Water Directorate (DNA) now invites eligible not-for-profit organizations (Nongovernmental organization (NGO), Universities, Specialized Agencies, etc.) to indicate their interest in providing these services. Interested organizations must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The EOI document shall include short summary of the qualifications, speciality, general and specific experience in number of years of its technical and support staff on all sites and head office as backup staff. Organizations may constitute joint-ventures to other not-for-profit organization to enhance their chances of qualification. In case of JV or Consortium, the lead firm shall be clearly indicated. If the envisaged association is as sub-consultant, this shall also be clearly indicated. Only organizations that demonstrate the following minimum experience will be considered for the short list: a) The organization must be active in the Water, Sanitation and Hygiene (WASH) sector and have a proven track record in implementing WASH concepts such as Community Led Total Sanitation, Sanitation Marketing, etc. b) Experience of donor programmes in financing such assignments. c) Demonstrate sufficient knowledge of the culture and customs of the people in Angola. Supporting documents such as brochures, references etc must be submitted along with the Expression of Interest. d) The references should include at least two similar projects conducted in the water and sanitation sector in the past 10 years. Full details of the successful projects, including contact details (email, fax or telephone number) for an official of the related client, must accompany the Expression of Interest. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 edition, revised July 2012, which is available on the Bank’s website at http://www.afdb.org. Interested organization may obtain further information at the address below during office hours, from Monday to Friday, between 9:00 a.m. to 3:30 p.m. Expressions of interest must be delivered by email or to the address below by August 20, 2020 at 3:30 p.m. (Local Angola Time) and mention “Expression of Interest for Consultancy Service for Hygiene Promotion and Social Mobilization for Water and Sanitation in Sumbe Town (C011- ISSUWSSSD/20)”. Organizations will be advised, in due course, of the results of their expression of interest. Only Organizations shortlisted under this procedure will be invited to submit a proposal.
