The Climate Resilience and Water Security in Angola (RECLIMA) programme has awarded a key consulting contract for a Regional Water Availability and Harvesting Potential Study, reinforcing Angola’s push to strengthen climate resilience and water resource planning.
The contract award notice under Project P177004 - RECLIMA was published on 16 January 2026 following a Quality and Cost-Based Selection (QCBS) procurement process. The winning consortium - BLUEFOCUS (Portugal), SOAPRO S.A (Angola), and HIDRA - Hidráulica e Ambiente (Portugal) - secured the contract with a signed value of €1,202,690.
The project is financed through IBRD Loan 93700 and will be implemented over 12 months.
The awarded tender focuses on a comprehensive regional water availability and harvesting potential study, a critical step in Angola’s climate adaptation strategy.

Competing firms included consultancies from Angola, France, the Netherlands Antilles, Italy, and India. Several bidders were rejected for failing to meet the minimum technical score of 75, highlighting the project’s high technical requirements.
This government contract represents a major milestone in water security and climate resilience planning in Angola. The RECLIMA programme aims to improve the country’s ability to manage water resources amid increasing climate variability.
