  • Tenders are invited for Recruitment of a Consulting Firm to Develop an Information and Communication Plan for Inapem in Angola The objectives of this consultancy work are: 1. Conduct a desk review of available data related to INAPEM and peer institutions in the country, tasked with the development of MSMEs and conduct a baseline assessment to inform development of the required communication strategy at INAPEM; 2. Develop a communication strategy and a stakeholder-s engagement plan for INAPEM to enhance awareness, understanding, and knowledge of the general public, with special focus on MSMEs, including (but not limited to) SMEs, large firms, international partners and the government of Angola. 3. Identify, propose and re-develop appropriate communication channels (Twiter, Linkedin, facebook etc.), dissemination methods and media such as video, print, web/online media, traditional media, and social media, among others, to effectively communicate key messages to the specific target. 4. Ensure that information dissemination towards media, government entities, business associations, international development partners, private sector players and other appropriated target groups will be carried out in a precise and quick manner. 5. Design a standard publication layout for INAPEM for use in future publications (media briefings, press releases, etc.) 6. Develop a guide for all communications on INAPEM issues to ensure consistent formats for publications and communication products. 7. Conceptualize, design and develop Information, Education and Communication (IEC) materials on micro, small and medium enterprises with appropriate and relevant messages tailored for key stakeholders using various formats as appropriate such as text, graphics, images, infographics, video, printed materials, etc. As far as Education is concerned, the aim is to include any regulatory updates, 2 reforms, consultations for improved MSMEs engagements in any regulatory reforms or regimes that could be of their benefit. 8. Develop a costed implementation plan for the communication strategy, including the annual activities related to communication, reporting on impact and results of various initiatives of INAPEM, for increased visibility and credibility by target beneficiaries and potential partners. 9. Review and update, including adding French language targeted to French speaking (Guinea-Conakry, RDC, Mauritania, etc.) immigrant-owned micro and small enterprises operating in retail shops in Angola, the INAPEM´s website, and add link to Linkedin, Facebook, twitter, Whatsapp 10. Develop resource mobilization documents and accompanying briefing notes, to be presented to donors, such as UNDP, European Union, AfDB, WB, etc. 11. Redesign communication and marketing materials in 3 languages (EN, FR and PT) such as Adverts, leaflets, flyers, banners, brochures, including printing for different audiences as identified in the strategy and on stakeholder engagement plan. 12. Produce knowledge product templates (Press releases, Briefing notes, Reports, fact sheets, media clippings, success stories, newsletters, etc.), that will impact on INAPEM communication and in stakeholder engagement plan. 13. Refresh and update the INAPEM web portal and add the French language for the French speaking owners (Guinea-Conakry, RDC, Mauritania, etc.) of MSMEs in Angola. 14. Improve INAPEM-s Linkedin page with more information, and have the content in French and PT. (Facilitate INAPEM-s staff to be added as well) 15. Create INAPEM-s Twitter account to promote the activities and communication with the stakeholders. 16. Develop a social media communication strategy and action plan, which includes an assessment of which platforms needs to be covered, who are the audiences, in what languages, what is the content, what are the resources required to implement it, etc. 17. Provide training to INAPEM staff in matters related to communication, including mentoring and coaching for at least six months to make sure that the tools are updated; 18. Develop a communication tracking system to help INAPEM managers to control and monitor all communications activities. 19. Host the web portal in the appropriate domain. The Ministry of Economy and Planning now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute jointventures to enhance their chances of qualification
